Methodology for assessment and monitoring of the Framework Programme implementation for equal Roma inclusion in the Bulgarian society

Project “Methodology development for assessment and monitoring of the Framework Programme implementation for equal Roma inclusion in the Bulgarian society and the Action Plan to it 2003 - 2004, as well as elaboration of the Action Plan up to 2007, and training delivery to the National Council for ethnic and demographic issues coordination at the Council of Ministries for methodology implementation” is aimed at improving the coordination, efficiency and sustainability of the measures for accomplishment of the Framework Programme in implementation of the political criterion for the accession of Bulgaria to the EU.  

Specific objectives:

  • Building the capacity of public administration concerned with the implementation of the policy for Roma integration on national, regional and local level and development of the basic monitoring and evaluation skills of Roma representatives with respect to the implementation of the Framework Programme and the corresponding Action Plans.
  • Establishment of favourable conditions and launching of systematic, ongoing and objective monitoring (systematic and continuous collection, analysis and utilization of information for the purposes of managerial control and decision making) and evaluation of the accomplishment of the Framework Programme and the corresponding Action Plans.
  • Establishment of a mechanism for consultation and equal dialogue with the Roma in formulating the government policy for their integration on national, regional and local level.
